Discreet personal accompaniment by close-protection-trained operatives in Italy
Travelling executives, business owners and professionals with a public agenda, families, international guests, event organisers. In Turin, Milan and across Northern Italy we place a dedicated operative alongside the person, trained in methods derived from close protection. The work begins before the journey, with the study of routes and venues, and continues during it, with a discreet presence that reduces exposure and manages proximity. We do not promise invulnerability: we offer planning, method and peace of mind on the move, within the limits Italian law sets for a private service.
The service
What we do
The most important part of the service is invisible: preparation. By the time the operative arrives, they already know where the person is going, how they will enter and how they can leave.
Clarity first
What we do not do
Our operatives carry no weapons as part of the service and have no police powers: they do not detain anyone, do not search anyone, do not ask for identity documents and do not enter private premises without the consent of whoever is entitled to give it. We neither replace nor replicate the measures the Italian State provides for people at risk.
That is why, when there is a concrete threat, such as letters, phone calls or an assault already suffered, the first thing we tell you is to file a report with the Questura (State Police) or the Carabinieri. That is where the risk is assessed and where it is decided whether public measures are needed. A supplier who suggests skipping this step is not acting in your interest.

How public protection works in Italy
In Italy, protection and surveillance measures for people at risk are the exclusive responsibility of the State. They are adopted by UCIS, the Central Inter-Force Office for Personal Security (Ufficio Centrale Interforze per la Sicurezza Personale), set up within the Department of Public Security by Law 133/2002, which converted Decree-Law 83/2002. The level of protection is not chosen by the person protected: UCIS sets it on the basis of the Prefects’ assessments, reached in meetings with the local police forces. The services are carried out by the Polizia di Stato and the Arma dei Carabinieri and, where necessary, by the Guardia di Finanza.
The Ministerial Decree of 28 May 2003 provides for four levels.
| Level | Name | Indicative composition |
|---|---|---|
| I | Exceptional protection | 2-3 armoured cars, 3 officers per car |
| II | Escort in a specialised vehicle | 2 armoured cars, 3 officers each |
| III | Protection in a specialised vehicle | 1 armoured car, 2 officers |
| IV | Protection in an unprotected vehicle | 1 non-armoured car, 1-2 officers (low risk) |
Indicative composition as reported in parliamentary and police union documents: the configuration of each service is decided by the Authority. Behind every level lies the daily, often unseen work of thousands of women and men in the Italian police forces.
To give a sense of scale: in the public system run by UCIS, level IV, associated with low risk, involves one non-armoured car and one or two officers. Our standard set-up has a similar composition: one non-armoured vehicle and one or two dedicated operatives. It is a private, unarmed service, which neither replaces nor replicates the measures ordered by the Public Security Authority.

Proportionate to the setting
Our set-up
One non-armoured vehicle and one or two dedicated operatives. No more, because a disproportionate service attracts the very attention it should avoid.
- One operative when the agenda is predictable and the venues are known: business meetings, trips, a dinner.
- Two operatives when there are crowds, an audience or press, several stops in one day, or family members travelling along.
- The vehicle can be driven by one of our drivers, coordinated with the operative from the site survey onwards.
We agree the composition with you after the site survey and put it in writing, together with what the service includes and what it does not.
The method
Technical coordination
The service is coordinated by Massimo Mazzotta, a close associate of Demetra and Technical Training Director of OIS Krav Maga Italia, with its training centre in Rivalta di Torino (Turin). He has more than thirty years of experience in martial disciplines, is a 3rd-degree Emeth Krav Maga Instructor recognised by Raphy Elgrissy and Aaron Elbaze, and since 2013 has been the representative for Italy of OIS Krav Maga Emeth. His training is also aimed at security companies, unarmed security operatives and government forces.
In our service, this training translates into reading the environment, managing distance and being able to move the person away from a critical situation. Not into the use of force.

Frequently asked questions
FAQ
Is it legal?
Yes. In Italy the role of a personal attendant is not governed by a specific law, but there is no ban on being accompanied by dedicated staff. The service is lawful as long as it remains private and unarmed, with no police powers and no public functions.
Are the operatives armed?
No. No Demetra operative carries weapons as part of the service.
How is it different from State protection?
Police escorts and protection details are public measures: UCIS orders them on the basis of the Prefects’ assessments and the police forces carry them out. Ours is a private accompaniment and assistance service, unarmed and without powers, which does not replace them.
What happens if there is danger?
The operative moves the person away from the critical situation to a safe place, calls 112 and remains available to the police. They do not act in the police’s place.
How far in advance should I book?
At least ten working days, that is two weeks: the site survey and route planning are part of the service and take time. For shorter notice, we assess case by case whether we can do the job properly.
Let us discuss it in confidence.
The preliminary assessment is free and carries no commitment. You describe the person, the agenda and the venues; we tell you whether and how we can help, and what instead falls to the Authorities.
Demetra Group provides private, unarmed accompaniment and assistance services in Italy. The protection of people facing threats is the exclusive responsibility of the Italian Public Security Authority and the police forces.
