Demetra Fire Prevention Division · S.O.A.

When the alarm sounds, the first few minutes decide everything.

The Demetra Fire Prevention Division deploys its Fire Response Team (SOA) at sites across Italy: fire wardens trained under the Ministerial Decree of 2 September 2021, on duty throughout your opening hours. They know your premises, your emergency plan and your escape routes before they are ever needed.

The team

The SOA: a real team, not a name on a register.

Italian law requires employers to designate fire wardens, train them and keep their training up to date. Many sites do this on paper only, with employees who have other duties and who, when an emergency strikes, are at the till or in the stockroom. The SOA is the opposite approach: officers whose job, for the whole shift, is fire safety.

Trained for your risk levelLevel 1, 2 or 3 fire warden certificate under the Ministerial Decree of 2 September 2021, matched to the fire risk level of your business, with refresher training every five years.
Technical fitness certificateWhere the law requires it, a certificate of technical fitness (idoneità tecnica) issued by the Fire Brigade Command (Vigili del Fuoco).
Trained on siteBefore their first shift they know the floor plans, fire-fighting equipment, assembly points and emergency plan of your premises.
Never left uncoveredIf a fire warden is absent, our management hub arranges a replacement with qualified staff, even outside office hours.

The service

Prevention every day, response when it matters.

Cover during opening hours

SOA fire wardens on site for the full agreed hours, including extended openings, sales periods and the busiest days.

Daily checks

Visual checks on extinguishers, hydrants, fire doors, panic bars, emergency lighting and signage; escape routes kept clear of goods and obstructions. Every irregularity is logged and reported.

Emergency management

First response to an incipient fire, activation of the alarm chain, guiding customers and staff during evacuation, and meeting and briefing the Fire Brigade on arrival.

Drills and records

Support with periodic evacuation drills and upkeep of the inspection log, ready for checks by the competent authorities.

Support for your emergency plan

Our site survey brings out the critical points your plan must address: routes, crowding, assembly points. We put them in writing to support whoever draws up the plan.

Training for your own fire wardens

Level 1, 2 and 3 courses and refreshers for the staff you designate as fire wardens, following the syllabus of the Ministerial Decree of 2 September 2021, delivered by a partner training provider with qualified trainers. We organise the schedule, enrolments and renewal deadlines.

What we do not do, and we tell you up front. Maintenance and periodic inspections of extinguishers, hydrants and fire systems are the job of a qualified maintenance technician, as required by the Ministerial Decree of 1 September 2021. The SOA carries out daily checks and tells you in writing when the technician is needed: it does not replace them.

The rules in brief

Three risk levels, three levels of training.

The Ministerial Decree of 2 September 2021 links fire warden training to the fire risk level of the business. The level is set by your own risk assessment; we send you fire wardens holding the right certificate.

Some businesses also require the Fire Brigade’s technical fitness certificate

For the businesses listed in Annex IV of the decree, including large retail outlets and public entertainment venues, the level 3 certificate must be accompanied by the certificate of technical fitness issued by the Fire Brigade (Vigili del Fuoco). During the site survey we check which regime applies to your premises.

Why choose us

One supplier for two separate obligations.

  • Certificates checked before every assignment. No fire warden starts a shift with an expired certificate: refresher deadlines are tracked by our management hub.
  • Coordination with our concierge services. Concierge and access-control officers and the SOA follow the same procedures and report to the same management hub: in an emergency, whoever is at the entrance already knows what to do.
  • Continuity. Our management hub arranges replacements for absent staff with qualified fire wardens, even outside office hours.
  • Inspection checks. Scheduled and unannounced visits, with a monthly report to site management.
